NFHS BALLOT FOR TOPIC SELECTION
Below are the proposed resolutions for next year. If anyone has any comments or preferences about how our state should vote, please either comment on this post or e-mail Adam Smiley at smiley@fultonschools.org. Each state gets to rank the topics from 1 (best) to 5 (worst). Each state gets one vote.

Resolved: Resolved: The United States federal government should establish rules of engagement governing its use of cyber warfare.
_____ II. Southeast Asia
Resolved: Resolved: The United States federal government should substantially increase its development assistance to Southeast Asia.
_____ III. Space Policy
Resolved: The United States federal government should substantially increase its exploration and/or development of space beyond the Earth’s mesosphere.
_____ IV. India
Resolved: The United States federal government should substantially increase its cooperation with India in one or more of the following areas: civilian space programs, nuclear proliferation, trade.

You can now download the minutes from the GFCA Fall Meeting. The minutes include the full text of all motions that were passed at the meeting and include important information regarding the 2011 GFCA State Championships.

Just a friendly reminder about Saturday’s meeting. Directions and specific information can be found on the website at thegfca.org. I have attached the discussion of the State Tournament. Please look at the proposed Areas and initial discussion of the actual qualification system and bring ideas to the meeting. Thanks to Shunta Jordan for spearheading the committee.
Cheryl Stanga has been heading up the Constitution/Operating Manual Committee, and I propose that we discuss those ideas and set up a deadline for sometime in December AS LONG AS we have a firm handle on the State Tournaments and qualification when we leave on Saturday.

State Varsity Policy- March 11-12 (or the non-GHSA Literary weekend)
GFCA State Tournament, April 15-16 (Conflicts with NCDA)

Welcome back! I hope everyone had a great summer, whether you were on vacation, coaching at debate institutes or nesting at home. As we begin a new school year, the GFCA is gearing up for a new season of great camaraderie and competition.
The annual Fall Meeting will be held on Saturday, August 21st at Grady High School in Atlanta from 9am-3pm. Please enter through the cafeteria, located on Eighth Street. There is also a parking lot on Eighth Street that is free of charge.
I am currently establishing an agenda for the meeting. Items of interest for membership include the new State Tournament qualification system and a new GFCA Constitution/Operating Manual. Both proposals will go out to membership August 14th so that everyone has the opportunity to review the proposals. The plan is to vote on the proposals at the meeting, so it is quite important that all member schools send representatives. If you have any issues you would like to be on the agenda please email me at rioherrera@gmail.com to place them on the schedule.
The agenda will be posted on this website by August 19th. Please bookmark this site and visit often. Notices and news about our organization will be posted on a regular basis.

James Herndon of Emory University is working hard to complete the Novice Policy Packet. If you are starting a policy debate program at your school, all novice teams must use the packet being created by James. More information will be given at the Fall Meeting. The tentative release date for the packet is scheduled for August 21. Thanks to James for all of his hard work!
